THE CLIENT

Our client, the Australian Pesticides and Veterinary Medicines Authority (APVMA), is the Australian Government statutory agency responsible for the management and regulation of all agricultural and veterinary chemical products (AgVet) in Australia. It was established in 1993 to centralise the registration of all AgVet chemical products into the Australian marketplace. The APVMA regulate agricultural and veterinary chemicals to manage the risks of pests and diseases for the Australian community and to protect Australia’s trade and the health and safety of people, animals and the environment.

 

THE OPPORTUNITY – Assistant Director, Data and Service Integration (EL1)

As a scientific-based regulator, the APVMA relies on data. To make reliable and informed decisions, the Agency must have good data and use it well. Business Intelligence provides the opportunity to improve assessment outcomes by highlighting high-risk compliance issues, supporting prioritisation of assessments, establishing, and developing relationships between products/actives and events, and measuring and monitoring performance. The role will be responsible to ensure that product integration and architecturally aligned systems are in place to achieve improvements in data quality and management.

The Business Technology Section is seeking to recruit an experienced ICT professional for the role of Assistant Director, Data and Service Integration. This role is responsible for managing the delivery of integrated ICT services to meet business expectations in a complex and changing environment.

Based in Canberra, ACT or Armidale in regional NSW, this Assistant Director (EL1) role is an ongoing position (permanent full-time) within the Australian Public Service. Where necessary, a generous relocation package will be offered to the right candidate.

The successful applicant will be required to undergo an assessment by AGSVA to obtain a security clearance and to maintain the required level of clearance while in this role.

 

THE POSITION

The Assistant Director Data and Service Integration will be responsible for developing and implementing a strategy to ensure that:

  • Data is managed effectively.
  • Data is standardised.
  • Data governance, stewardship, and literacy are improved.
  • Data assets are identifiable, collated, integrated, and curated.

In addition, the role will be responsible for:

  • Enhancing and supporting APVMA’s business intelligence and analytics functions.
  • Coordinating and providing advice on APVMA ICT architectural and service integration.
  • Contributing to APVMA’s continuous improvement for cyber resilience.

The Assistant Director Data and Service Integration will leverage their experience with working in complex and changing environments, and demonstrate big-picture thinking, and creativity to know when to adjust and pivot their approach as needed. They will develop a strong understanding of the APVMA and proactively engage with business process owners to ensure that procured services deliver business value.

This position works within the team responsible for managing APVMA’s ICT portfolio of contracted services, which aims to achieve an integrated view of technology and thereby ensures ICT expenditure achieves value for money.

Main responsibilities associated with this role include:

Guided by APVMA’s Chief Technology Officer, you shall be responsible for delivering an integrated ICT service to support business as usual that will require you to:

  • Lead ICT initiatives and projects, including system upgrades.
  • Deliver and implement a data management strategy and supporting work program to improve the overall management and quality of APVMA data holdings and meet legislative and whole of government policy requirements.
  • Lead a cross-agency working group to establish and improve data standards, common vocabularies, and targeted cleansing strategies.
  • Establish and support an Architectural Assessment Board to ensure that all major changes, enhancements, and new systems go through an architectural and security assessment process prior to implementation.
  • Lead the delivery of a consolidated data repository that enables organisational reporting objectives and supports cleansing initiatives.
  • Monitor data and service domain costs to ensure that they are within the allocated budget and are supported by appropriate procurement processes, escalating potential budget impacts to the Director.
  • Ensure that vendors comply with APVMA’s ICT security policies and the whole of government standards.
  • Undertake ICT acquisitions in accordance with the PGPA Act and Commonwealth Procurement Rules.
  • Manage data assets to meet best practice and security requirements.

 

REQUIREMENTS

To be successful in your application, you must meet the following criteria:

  • An ICT degree or equivalent work experience in a relevant ICT discipline such as Enterprise Architecture, Business Intelligence and Data Management, Software development or Software Integration.
  • Demonstrated data management skills combined with business acumen to understand how business goals align with IT.
  • Demonstrated skills and experience that align with the relevant attributes from the APS Data Capability Framework (more information provided in the Position Description).
  • Demonstrated ability to work flexibly and plan, organise and prioritise a demanding workload, and communicate priorities within the team.
  • Strong aptitude for developing an integrated view of the costs, impacts and benefits associated with a particular course of action/selection over a period of time.
  • Well-developed interpersonal skills, and experience providing leadership, assisting peers, and developing a team.
